The earth is at relative peace, conflict is a thing of the past but for a few minor skirmishes and terrorist attacks. The three main superpowers are the United States of America, the United States of Europe and the United Collaboration of Eastern States (the UCES), which includes Russia, China, Japan and a handful of other Eastern countries. All three superpowers collaborate and work together under the name the Planetary Commission after the United Nations was scrapped for being too 'Westernised'.  The main terrorist organisations are 'Allah's Queada', which was formed from the remnants of Al Queada, a terrorist group that surfaced in the late ninety's. Allah's Queada are headed by Mohammed Jaffar, a political idealist whose methods of protest are somewhat violent. Their goal is the freedom of the Middle East from western interference and many terrorist attacks are related to Allah's Queada. The only other terrorist group is the Triadic Mafia, with no real leader, they comprise of the American and Italian Mafia and the Oriental Triads. This organisation has no real goal and its main drive is financial gain, the two decided to join forces when it was agreed that collectivisation would be beneficial and profitable to both of them. The Triadic Mafia are found to be responsible for a number of politically driven terrorist attacks. All major drug trafficking gangs and organisations are virtually wiped out by the American CIA and British MI6 whose main drive is now drug control.

 A satellite program is put into operation, which forms the collaboration of twenty five thousand satellites put in place to monitor and watch over the globe. The program is named the 'Integral Grid,' it monitors earth and is controlled by the United States of Europe, the United States of America and the UCES. The integral grid separates the planet into six thousand two hundred and fifty separate grids or sections, each section is governed by four satellites, which scan and watch over their designated 'Grid'. They monitor terrorist activities and anything of interest to the controlling nations, it also works side by side with the now 'all-seeing' Internet. Many privileged individuals can also pay to be implanted with a special microchip that monitors their heart and brain, if either should fail the chip contacts the Grid and emergency assistance is immediately sent out anywhere in the world. Plans are in place by the newly formed Planetary Commission to make these 'monitoring chips' compulsory to every living person on the planet for the purpose population control and greater chance of survival from an accident. It is also chiefly for crime prevention or control, for instance if a murder is committed in a section of the Integral Grid, everyone inside the area of the grid could be questioned and then tried.

The SIA operatives are sent out into the USA to live out 'normal' lives, they are also put into active service for the missions they were designed to undertake. The eight agents live and act like normal civilians and are constantly on standby; ready to go into action if the need should arise. The SIA decides to inform the Planetary Commission of their existence and their main aims. The Planetary Commission become trusted allies with the SIA and together they decide on targets and goals that are beneficial to both and mainly to the world. The rest of the planet is still kept in the dark over the existence of the SIA. The agents are given wrist communicators that house incredibly advanced microcomputers and have access to the Integral Grid, the Internet and the Global Communications Grid.
