I want to write a book about two men(?) who are SplinterCells.
Now if you know what a SplinterCell is, you know they are the work of TomClancy.
What would it take to get their permission to even send a book for editing?
Or should I find a way to send a chapter to person who makes that decision?

You'd have to get Tom Clancy's permission if you're going to use his creations in your story. It's very hard to get.

Question is why would you want to? You can write about the CIA, NSA, FBI, Special Forces - find out how the real spooks do it and then edit out splintercell from your stories. Or make your own version of splintercell but do it right - and do it different. Do it well enough, spooks will start thinking you're a gray bagger.
