Can you help me remember the name?

I only remember different parts of the movie...

At one point these kids were racing another car and blew the doors off so the guy had this neon sign in the back window that lit up and made a middle finger.

I also think that they had a timemachine and can travel back in time to visit dinosaurs?

Its a old movie im pretty sure maybe 80s?
