Looking over last year's submissions log, I've noticed that I've heard back from each agent and publisher to whom I've submitted a hard manuscript, query, or partial, but I have not heard back from a single publisher or agent to whom I've submitted any of the above via email. Is this normal?

I have a query out to an agent whose web site said he accepted e-mail querys but not to expect a response unless you've sent a hard copy with a SASE.
With others I've sent, that does seem to be the case. It seems there is no expectation that electronic querys require an answer.
That is kind of strange, isn't it?

From my experience, yes. Most agents only reply to an email query if they are interested in seeing sample chapters. (Though some do reply) I have had a couple that don't reply to email sent, requested sample chapters, if they are not interested.
