Paradise Planet and Taxes?

Long ago I read a novel involving the discovery of a beautiful, unspoiled planet, inhabited by a small population of "people." Developers begin planning huge resorts in this paradise. The locals aren't happy, but they have no laws or other power to prevent the development -- until an advisor from earth suggests imposing a tax, a 100% tax, on all profits.

Any idea of the title and author? I can't remember. Thanks!
