one more title/author mystery

Another sci-fi title I read in the late 70's or early 80's. In this one people can take a walk-in treatment that hones their intelligence. Very rarely it causes a quantum leap in mental ability. The protagonist is one of those lucky few, and gains the reward of a lifestyle of wealth and privilege at government expense.

He comes to realize that the gov't piles on the perks to distract these super-intellects from figuring out some devilish secret or conspiracy.

One of the details I can remember is that one of the super-intelligent types is an eccentric loner who dresses entirely in shades of blue.
