I have a vague memory of reading a book 10 years ago involving a man possibly inheriting a carpet/tapestry that he could step into that would take him to another world/reality etc. There was a blue? character?

And I have a vague sense that some of the real world stuff took place in Liverpool?

Howvere, could be confusing two seperate books!

Any help would be gratefully received!

Sounds like Weaveworld By Clive Barker.

I'd agree with that, Clinton: well done!

The Liverpool connection had me stumped, but of course Clive Barker is from Liverpool originally.

I'd agree in saying its Weaveworld, but some of it sounds like Imajica (mostly the blue guy) also by Clive Barker so try that if Weaveworld isn't it.

And yes, parts of Weaveworld definitely take place in Liverpool; the protagonist and some of his friends end up entering a world of ancient magic users who wove their entire world into the tapestry to preserve it from destruction, so they hop between that world and this.
