Do you know the title of a short story by Poul Anderson set in a future society where murder is legalized? Afraid that's all I know. If you know of it, do you also know of a collection it can be found in?

Thanks!

This is the nearest thing I can think of:

http://en.wikipedia.org/wiki/The_10th_Victim

But it is Robert Sheckley.

I think I recall something about murder in Anderson's Inheritors of Earth.
