edit// found! It's Tricia Sullivan's "Lethe (http://www.amazon.com/Lethe-Tricia-Sullivan/dp/0553568582/ref=sr_1_4?ie=UTF8&qid=1304692939&sr=8-4)"

Hahaha, it's killing me that I can't remember neither title nor author.

It was a story set on a ravaged planet (Earth, presumably) and a conflict rages between those living inside the controlled-environment bubble cities/areas and those living outside of it, the latter of whom are always at risk of some kind of viral menace. The protagonist (or one of them?) is a young woman who works with dolphins and is at odds with her twin sister, whom she thought was dead or something...? Not such about that last bit.

The twin sister definitely dies during the story.

The one thing I remember most clearly are mathematically-intelligent dolphins. Qualified human researchers would hook up to some virtual interface and while their bodies were suspended in (water?) chambers, their minds would swim with these dolphins whose brains were exceptional with advanced matrices.

I think the author might have been a woman, if that narrows anything down? And the cover (or the cover I've seen) was of a woman in a water chamber.

Ring any bells? I'd appreciate your help, thank you~

The only bell it rings for me is Startide Rising (http://en.wikipedia.org/wiki/Startide_Rising) by David Brin, but I really don't think it is. There are several stories in his Uplift (http://en.wikipedia.org/wiki/Uplift_Universe)series so it may be one of those.

I thought that as well, but can't remember neural-linked dolphins there.

I checked that out and unfortunately, it's not what I'm looking for. But thank you! I appreciate your help.

Maybe "A Ring of Endless Light" or "The Dolphins of Pern" or "The Dolphins' Bell"?

in the end the name came to me out of nowhere so I thought I'd tack it here in case I forgot. (again.) I got some details wrong ahahah but whatever, it's such a relief to remember it finally.

The book is "Lethe (http://www.amazon.com/Lethe-Tricia-Sullivan/dp/0553568582/ref=sr_1_4?ie=UTF8&qid=1304691216&sr=8-4)" by Tricia Sullivan.
