story with technology looking like magic to alien race

I read this a while ago and I don't know if this was in a short story or what. What I do remember is kind of maybe a human like medieval race living on a different planet. One of the leaders of that race was working with humans that had super advanced technology. I think he was riding something like a horse. The most vivid thing that I remember is when the less advanced guy gets all spiritual and goes, "And you have shown our people that you can brave the elements in an otherworldly fashion" when really all the guy has is a transparent environment suit.

If you don't know this story do you know any other stories like it? I know a few but I am very interested in this theme!
