I seem to remember reading a book called "U.S.S.A." a long time ago that was similar to what you're describing. My memory of it is fuzzy, so I don't really know if that's what you're talking about. I have no clue who wrote it, sorry.

Emergence by David R Palmer. Excellent story! I wish he had written a sequel.
