Society based on mental control. Individuals participate in mental duels, take over another's mind and dominate it. Rankings were based on how many mind could be controlled at once. I think a 10 was the highest, but hero found a way to add multiple minds together to create an equivalent 40 or more to defeat the bad guy 10,

Victims would be punished by being taken over and thrown into "the black", nightmares created by their own minds.

This is one of my old favourite novels; I have read it a few times. It is The Mind Traders (http://www.amazon.com/Mind-Traders-J-Hunter-Holly/dp/B0018Z4TVC) by J. Hunter Holly.
