Book I read in high school (mid 80s) that I'd like to find again.

WW3 is over and the US apparently 'won'. Architecture is now all about building down into the earth. India is the dominant power in the world and the US is the junior partner, even if it doesn't always acknowedge that fact.

Meanwhile, The Creeping Horror (tm) from outside the galaxy is invading. Galactic civilization has turned over defense to humans, selected from Earth by observers as best, most aggressive strategists.

Psionics comes in somehow (vague recollection). Earth folks who develop psy abilities are highly sought by galactic civilization. When asked by new recruits, galactic folks describe Earth as a preserve, allowed to burn just on the edge, but kept from destroying itself but also kept from achieving peaceful existance as the resource (Earth people) is necessary to defend the galaxy.

Any ideas?
