Computers (or relative lack of) in Star Trek Voyager

Ok, I may be being naive here and this may be something (as I'm new to the site) that has been discussed before and is obvious to most other members.
In view of the rapid increase of the capabilities of computers in 2002 then why do computers in Star Trek next generation and voyager seem to take a relative back seat?

Because Star Trek is all about the indomitable qualities of the human spirit and all that is wholesome.

It would spoil the show slightly if, instead of the Captain and First Mate agonising over a decision, the computer evaluated all of the data and found the best solution in under a second.
