His books are historical fiction right? Which ones are his best? Do they all focus on life at sea?

Well i read only his Master and commander series (which is huge, I think 20)
This centers on a British Captain and his ship's surgeon during the Napoleonic wars. The series runs roughly from 1800 to 1815, though the chronology gets muddled during the last books "when he ran out of history".
Other than that they are well researched and very well written. They don't focus on life of sea exclusively either. Maturin the surgeon is also a spy, and their private life in England between assignments is well explored.
Actually O'Brian does those "civil" parts so well, they remind you Jane Austen (And that's VERY positive).
On a side note, a master and commander movie is in devellopment, directed by Peter Weir, and they try to get Russel Crowe for the lead role.

Latest film news:
Crowe was joined by Ralf Fiennes (Schindler's list, the English patient) who presumeably will play Maturin the ship's surgeon.
