To my knowledge, neither Balrogs or Dragons actually served Sauron at all. They were creations of Morgoth and with his downfall, those remaining, with Sauron as well, fled and hid.
Balrogs were Maiar themselves once, if memory serves, and would probably chaffe at Sauron attempting to assert authority over them. I don't recall any mention of them serving Sauron in the SA, even when he possessed the One Ring. Why would he need the Nazgul, if he had influence over either Balrogs or Dragons?
What I find intriguing is what would've happened had the Balrog of Moria took the One Ring form Frodo? My guess is that he would've claimed it for himself, and Middle-Earth would have had a new Dark Lord. Not as smart, maybe not more powerful then Sauron, but a whole lot meaner and nastier!
