My buddy is mentioning Riddick from Pitch Black, who's a solid pick IMO.
As for my fave, hmmmmmm....

Raiden from Angel Cop. This guy could win on looks, firepower or style.

I'd have to say Tier? Anasazi from Andromeda. I'd say that he would as soon as use you, as kill you, as look at you. Also, he is a very complex character.

NNaaahhh. Maybe he'd fit in "Top Dead Guys Who Run Around With the Cure Playing While He Kills People" thread. LOL. I like the crow and all, but IMO it's more spiritual than sci-fi.
