I think I know the book you're talking of. And guys, Andre Norton is a bit too old for 18 (not to mention she recently died).
Anyway, it's either this one called Fudokai or something like that, and it's based in feudal Japan and has a plot something like that--the cover shows a half-human, half-cat woman in armor and behind her a pale moon. It's by the author who wrote The Fox Woman.
Or it could be...let's see...I think it's called The Sword of the Land by some author I can't think of, and it involves a romance between a humanoid feline and the succeeder to a kingdom where the felinoids are used as slaves but used to be much more. The cover shows the woman holding a sword (in extreme closeup), the felinoid somewhat behind her, and a castle in the far distance. There's also a sequel called The Blood of the Land.

It's not Fudoki - Kij Johnson is not that young.
The author is probably Amelia Atwater-Rhodes. I have her first book, written when she was 14 I think - the cover has a face: half-feline. She has several books out now.

I recently saw a couple of volumes from a recent fantasy series in a bargain bin, whose main claim to fame was that they were written by an 18 year old girl- Heresy by Anselm Audley I think it was. From what I can remember they didn't obviously involve cats though.

The Dark War Trilogy by Glen Cook in the 80's was very good and had have animal/human characters. It was based more on a male/female and magic/science conflict.
