On topic, if RA isn't to be Cadvan, Lucy Griffiths would be a good Maerad. If RA is Cadvan, then I think the best choice would be an unknown actress. But everyone in the poll above are good potential canidates.

Eva Green is pretty good, but she looks too old to play Maerad.
I don't see Rachel Hurd-Wood as Maerad, and didn't like her in Peter Pan.

Since the movie, if it is made, will obviously be made in the future. At that time maybe Dakota Fanning.

Now she's too young, way too young, but in a few years she might be okay for Maerad....

Yes! That's one thing all of us have been ignoring...the film would be made in at least 2 years from now, so all the actors we've been saying are perfect won't be so by that time.
