The Singer - Russia in this context is the personification of the country used in the anime Hetalia...which is amazing, but can be considered offensive. Particularly the anime. It's more obvious in the manga that the intentions of the series are good-natured and essentially geared towards international co-operation. Ultimately, the characters are fleshed out a little and it's shown that the stereotypes used are stupid.
