please help, looking for book title

hey all

I read the set of three books years ago.

What i can remember is it was set post nuclear war. There were japanese tribes named after car manufacturer's. The americans lived in a bunker. I think the president or something was named John Wayne. I think there was a group who lived on the planes and had some kind of skin defect.

Any help would be appreciated.
