    A slower pace pretty much comes along with the noir genre... and a lot of movies prior to the 90's are similarly slower paced. Blade Runner, the quintessential Sci-Fi film is very slow in places. And if you go back and watch classic noir like the Maltese Falcon or The Spy Who Came in from The Cold, you may find your eyelids drooping- I don't know about you, but black and white films tend to do that to me. Outside of specific Sci-Fi noir, I was kind of surprised to not find Indiana Jones on the list unless I missed it somewhere...

    I know it is not NOIR per se, but maybe could meet your needs... it does seem pretty old school

    Blade Runner is the obvious first choice. Gattaca is sometimes called a neo-noir. Otherwise, there's Cowboy Bebop and Watchmen.

    The problem is I can name a dozen SF movies that have noir elements but aren't noirs in of themselves. I say try cyberpunk as a starting point. Cyberpunk is heavily influenced by noir.
