I think Martin's UK publisher replied on twitter to someone saying that it is unlikely that TWOW will be published in 2015.
I totally can't check this, but could it be The Hypnoglyph (1953) by John Anthony (John Ciardi)? Probably from A Decade of Fantasy and Science Fiction
