Looking for a specific short story

Hi, I'm looking for a short story I read some time ago (I suspect in the 90s, but it could have been older). It *might* have been by Harlan Ellison, or Orson Scott Card, or Phillip Jose Farmer (similar writing). I can't remember much of the plot, but basically it was about reincarnation, and that when people die, their 'souls' go into a great 'god' comprised of multiple souls of multiple beings, and when a new child is born, part of that godhead goes back down to earth (or wherever) to relive the lessons learned in the past lives.

Sorry for the lack of information beyond this, I've read tens of thousands of short stories and books in my life. It was a very good story.

Thanks I remember the last paragraph was something that people had to go back and experience all what they had done to others, and it mentioned Hitler reliving 6 million lives.

After searching all day, I think it was actually a novel, Death Knell, by C Terry Cline
