I'll third Thomas Ligotti as the master of horror and especially the colelction 'Teatro Grottesco'. His prose is phenomenal and his world view shattering (but unfortunately true).
Laird Barron is also very good. I've only read 'The Image Sequence", but I have his new collection in my to-read pile. Think Dashiel Hammett meets Lovecraft.
I've heard good things about Quentin Crisp and Mark Samuels but have yet to read any of their short stories.
