Lost title/author -my wife loved this novel she read circa 1983-84 - would like to surprise her with it. The storyline: alternate timeline with steampunk-style British Empire (supported by Irish magic) facing off against threat of Martian invasion ( a la HG Wells). The protagonist is a young kilt-wearing British naval officer in command of what his Irish witch fiance refers to as 'the sinkin' boat' (experimental submarine). It was a new paperback bought at the mall bookstore.
I seem to recall a nautical theme cover. It only appeared briefly and disappeared immediately after she bought it. It's been 30 years since it (ahem) sank without a trace. Any ideas?

There are primitive submarines, dirigibles, and Old Souls involved, and the Martians are once again defeated. Two men from Earth, Mr. H and Dr. W, assist MacBride defeat the Martians; the story makes it clear that these characters are obviously Sherlock Holmes and Dr. John Watson.
