Anyway, book or maybe two books, set on the moons of Jupiter I think. Pretty sure Ganymede was the setting for one of them. The only thing I remember of the content was that different moons had different ways of controlling population. On one moon the men could only get aroused by conscious choice. On another, the women looked prepubescent (I think). When the correct circumstances occurred, their body rapidly changed into a fully developed form.
Probably short books. Maybe a detective or agent or ambassador element.....
