Not necessarily... The lower the number, the more likely he is to be holding it, but I have heard of people getting rejected when their story reached single digits.. Though, as Matt has indicated previously, it's more likely that the top 20 or so will result in a sale.

That's good to know! I'm just thrilled not to have been rejected as of yet...47 and counting.

So does it indicate that the lower the number goes, the longer you are in the "consideration queue", so to speak?

Rejections for a flash from Asimov's and Interzone - both as expected, not big flash markets - you sub there to tick them off the list. Also a rejection for my revised dragonfly story (now only 6900 words for those who read the 8000 word version!) from Lightspeed, but that's only its first of many, I suspect.
