Not necessarily... The lower the number, the more likely he is to be holding it, but I have heard of people getting rejected when their story reached single digits.. Though, as Matt has indicated previously, it's more likely that the top 20 or so will result in a sale.Ha...mid twenties is a sale
You're adding these to Duotrope right? So you don't have to keep track of anything.I have recently found that I've been lax in tracking all the submissions I'm sending out. Here is a compiled list of the majority:

Monkeybicycle - "A Final Irony" - 4/27/16, Received
Hobart - "Drowning" - 6/2/16 (In Progress)
NANO Fiction - "Eternity, Inc." (Received)
Daily Science Fiction - "The Amazing Harvey McGarvin" - 7/2/16 (In Progress)
Dark Fire - The Wrath of God - 7/1/16 - (In Progress)
Writer's Weekly - The Trouble with Wednesday (24 Hour story contest) - 7/10/16 (In Progress)
Fantasy & Science Fiction - Terms of Surrender (previously "Looks Like We Win" - 7/7/16 (In progress, #21 in queue)
There are a couple more on the fringe somewhere, I'm sure, but this is pretty close.
I'll email you instructions.Ehhh...no...
